Groundwater Management Plan Update

Background Information

The Papio NRD is updating its Groundwater Management Plan (GMP). Nebraska law requires each of the state’s 23 Natural Resources Districts (NRDs) to have an active and operational GMP. The Papio NRD last updated its plan in 2018. The goals of the GMP are:

  • Describe the groundwater resources available.
  • Describe the current demands for groundwater and contamination levels affecting water quality.
  • Define the methods that the Papio NRD may use to oversee the sustainable use of groundwater resources.

This page will be your guide for upcoming meetings, past meetings, and any current input opportunities. While creating the updated GMP, the NRD will hold several meetings to gather information and listen to your concerns. Meeting information and materials can be found on this website.

Meeting Materials

The following materials were presented at the public open houses in March 2026:

Past Meetings

Two public open houses were held March 25, 2026 (in Tekamah, NE) and March 26, 2026 (in Omaha, NE) to introduce the GMP, what the NRD is doing to improve it, and gather input from the public about current groundwater issues or concerns.

A survey was developed for those who were unable to attend the meeting, but would still like to provide comment on the Groundwater Management Plan update. (bit.ly/PapioNRD_GMP_Survey)
